Abstract
The design, the principle of operation and the uncertainties of a laser interference oil manometer, which is part of the primary pressure standard GET 101-2011 developed in VNIIM, are described. The results of studies of high-precision pressure gauges with the use of the manometer are presented. The results of key comparison and international cooperation in the field of liquid manometry are described.
GENERAL PROBLEMS OF METROLOGY AND MEASUREMENT TECHNIQUES

Abstract
The application of terms related to evaluation processes and confirmation of compliance of means and methods of measurements with metrological requirements in the normative documents in force in the territory of the Russian Federation is considered. The signs of generality, subordination, equivalence and affinity of terms relating to technical regulation, quality assurance, conformity assessment and measurement management are discussed, existing differences in the definition of terms in the analyzed normative documents are noted, and proposals are made referring to more orderly and unambiguous understanding of the terms discussed.

Abstract
This paper presents a metrology-oriented method to solve systems of nonlinear equations, which allows satisfying the requirements for the solution as a set of indirect measurements results. The proposed approach is a generalization of the interval method of bisection and allows one to take into account information about the inaccuracy of the coefficients of the solved equations that are the results of direct measurements. The resulting solution is automatically accompanied by a reliable estimate for its components’ accuracy.

Abstract
The authors introduce a concept of invariant images that do not change their form as a result of a two-sided matrix transformation. The invariant images of a two-sided strip transformation are examined. Consideration is given to a problem of choosing transforming matrices and a strip-transformation of a specific image is exemplified. The task of synthesizing strip transformation matrices based on given invariant images is set and three ways of solving it are proposed.

Abstract
Based on the vector representation of the physical quantity in the pseudo-Euclidean plane the variants of the corresponding coordinate system expressing the system of quantities units are discussed. The drawbacks of the SI system are indicated - both redundancy and insufficiency. A variant of the system, taking into account the three - dimensional physical space, is proposed, due to which the "dimensional isotopes" disappear - quantities having different physical meaning, but the same dimension in the SI system. It is shown that the mathematical expression of the unit vector norm of the quantity called "system unit" allows judging whether the unit is within the range of uncertainty of this quantity.

Abstract
The article attempts to solve the task of nonlinear dynamic stochastic current attitude parameter evaluation of a moving object using measurements by spatially diverse satellite receivers. The use of Euler-Krylov angles for current attitude parameters provides for a dramatic size reduction of the suggested evaluation algorithm as compared to the existing ones. A practical illustration demonstrates the effectiveness of the proposed stochastic evaluation algorithm.

The measurements of the velocity fields of non-stationary air vortexes by particle image velocimetry
37-41 133
Abstract
Some methodical features of using of particle image velocimetry method for measurement of the velocity fields of non-stationary air vortexes have been considered. A method for determining the time delay between the frames is describes to prevent the loss of a cross-pair when particle passes through a light sheet. A method is proposed for taking into account the vertical velocity of particles when the actual value of velocity is restored by the measured horizontal projection in the case of using a two-dimensional (one-camera) type of the anemometry method.

Method of the differential pressure with standard nozzles and tubes Venturi has been considered. Based on the expression for expansion coefficient the assessments characteristics of the error in measurements expansion coefficient was obtained. Comparative analysis of the real and standard accuracy rates in definition expansion coefficient for various pressure differential devices has been made.

Abstract
The studies’ purpose was to experimentally test the horizontal hydroacoustic sounding method of water flow measurement for ice-covered rivers. Two alternative methods have been tested: impulsive sounding with spread-spectrum chirped signals, and phase difference sounding with narrow-band sinusoidal pulse. The field experiments performed have proved the working efficiency of the horizontal hydroacoustic sounding method of water flow measurement, and also have allowed defining the characteristics of sounding signals and the order of magnitude of metering errors.

Abstract
In this paper we propose a novel method for measuring the pitch frequency of the increased noise immunity. The problem of protection against intensive background noise is solved in it by the frequency selection of vocalization pieces of a speech signal according to the scheme of the combfilter of inter-periodical accumulation. The efficiency of a new method is theoretically and experimentally examined using the specially developed multi-channel frequency measurement device for the acoustic speech analysis. It is shown that a measurement error in relative terms does not exceed 2 % for the 10 dB signal-to-noise ratio.

Abstract
This article is devoted to analysis of the noise immunity of pulse wave’s contour analysis. Different approaches to the implementation of the pulse wave’s contour analysis were considered. It was demonstrated, that classical approach for the morphological analysis of the pulse wave based on using stiffness index and reflection index do not provide sufficient diagnostic accuracy due to the instability of the maximum detection of the reflected wave. The technique of contour analysis based on spectral transformation of replicated fragments of the pulse wave was proposed. As a diagnostic index the ratio of the amplitudes of the first two harmonics of the spectrum was used. The influence of uncertainty measurement of the pulse wave amplitude on determining the accuracy of the morphological analysis of the pulse wave realized by different methods was researched.

Abstract
A method for measuring the concentration of chemicals in gases and liquids using sensors based on piezoresonance resonators with sensitive films of elastic polymers is considered. It is shown that the metrological characteristics of sensors with elastic films, the thickness of which is greater than the depth of penetration of oscillations of the resonator into the film, are determined by the vibrorheological properties of the film. Parameters of the acetone vapor sensor on the basis of butyl acetate film are given.
