Abstract
It is proposed to consider for the probability estimation the multiple measurements as a random sequential sampling and to build the measurement realization procedure on the base of optimal sequential plan which guarantees the fulfilement of given limits for the 1-st and 2-nd type of errors probability at minimal average volum of sampling.

НАНОМЕТРОЛОГИЯ

16- 18 118
Abstract
The reference material of pitch structure parameters in a thin layer of monocrystal silicon is developed. This reference material #10030-2011 has been certified and is intended for transmission electron microscope calibration in the range of magnification values 1000-1500000´. The certification parameters are the pitch of the pitch structure and the (111) lattice spacing of monocrystal silicon in reference material. Both are independently traceable to the SI length unit – meter.

LINEAR AND ANGULAR MEASUREMENTS

Abstract
The method of elimination of systematic error of ring laser caused by magnetic field influence based on the reverse nature of laser rotation is suggested. The experimental study results showing the reverse rotation method effectiveness are presented.

Abstract
The method of measuring instruments calibration for spatial-power characteristics of laser radiation measurements is described.
24- 25 55
Abstract
The method of combined spectroscopy is suggested. The basic theorem showing the extremal character of spectral signal produced at the output of remote sensing devices is formulated and proved. The variants of suggested method usage in atmospheric spectroscopy are considered.

Abstract
The design and metrological characteristics of the fountain type cesium frequency standard MCR-F2 developed at VNIIFTRI in 2008-2011 in the frames of «GLONASS» project are presented.

THERMOPHYSIC MEASUREMENTS

Abstract
The concordance of values of spectral luminance of low and medium temperature standard vacuum blackbodies from the composition of installation for emissivity in vacuum measurements (PTB, Germany) in the range 80 °– 170 °C is considered. It is shown that by means of this installation is possible to measure the spectral radiance at low (up to -100 °C) radiation temperatures in the wavelength range 4,5-20 mkm. The characteristics of the inner coating of the sample spherical enclosure needed at FIR emissivity measurements and for compatibility with vacuum and low temperature conditions are presented.

Abstract
The reasons of energence of systematic methodical error in energy pyrometers caused by the influence object-pyrometer distance on measurement result are considered. It is shown that the reason of error is the non-synchronous alteration with distance of the solid angle under which from the object surface points the pyrometer input lens is visible and of the surface area the radiation of which falls on the pyrometer receiver. The recommendations decrease and on taking into account of this error are given.

Abstract
The process of convective heat transfer from a sphere at low Reynolds numbers (Re ≤ 65) is examined. By comparing the parameters of convective heat transfer - heat transfer coefficient (or Nusselt numbers) found experimentally with those calculated from criterial equation we show that in the investigated region of Reynolds numbers these parameters are much higher than the calculated ones due to physically unjustified overstatement of the contribution of forced convection to the total. According to our conclusion for low Reynolds numbers a single criterial equation should be formed representing at least a quadratic polynomial for the Reynolds number.

Abstract
The mathematical measurement errors model was developed and used for determination of optimum mode parameters of the flat «instant» heat source method applied for thermal diffusivity and the volume heat capacity of thermal insulation materials measurement.

Abstract
The procedure and results of experimental studies of precision automatic comparators and temperature-controlled impedance standards, allowing to reveals the measurement of complex errors up to 10–7 and less, are described. It is based on separate determination of total error components (additive, multiplicative, and from integral nonlinearity) as well as on separate calculation of random and determinate components.

Abstract
The studies were carried out showing that at using of the adequate mathematical model by means of solution of appropriate electrodynamic equations including the results of experimental measurements by eddy current method the separate determination of thickness and conduetivity of nonmagnetic materials and of specimens of plates, tapes, and foils types is possible.

The three stage method of S -parameters measurement of microwave transistors by double 12-pole reflectometer is considered. At each stage the systems of measuring and calibration equations are formed. The reflectometer calibration method is offered the expressions for determination of relationships of generator waves from the system of equations are received.

The data-measuring systems of computer microscopy for morphological diagnostics include the expert systems based on the method of interactive recognition with application of qualitative and quantitative informative signs of tumors. The formalized lists of signs are formed on the basis of expert judgements of doctors – cytologists and histologists and compose along with color images of tumors the nucleus of the knowledge base of expert systems for different localizations. The principle of the organization of expert system is represented, the structure of the knowledge base is given, the model of interactive recognition as well as the logical structure of the data base realized in Oracle Database 11g is described.
