STATE STANDARDS

3-6 153
Abstract
The Russian national hardness primary standard for Martens and indentation hardness scales (GET 211-2014) to ensure the uniformity of measurements of hardness in the field of instrumental indentation is elaborated. The hardness measurement methods widely used in nano- and micro ranges are analyzed.

FUNDAMENTAL PROBLEMS OF METROLOGY

6-9 137
Abstract
The results of the first cosmic origin spacetime gravitational waves registration are discussed. The estimates of the energy losses due to gravitational radiation in the binary astrophysical objects system based on the energy approach are suggested. Possible prospects for further investigations are considered.
10-13 119
Abstract
The results of the investigation of disturbances occurring when measuring gravitational acceleration are presented. The statistical characteristics of linear accelerations and angular vibrations occurring both on heavy and light types of aircraft and also on modern non-rigid dirigibles are analyzed. The influence of the carrier’s movement on the resulting accuracy of parameters of the gravimetric survey is estimated. It is shown that the quality of the autopilot the aircraft equipped with appears to be the most important factor.

Abstract
Some new problems of measurement theory where concepts and models of synergetics can play important role are discussed. Special attention is paid to measurement in quantum, systems.
23-26 104
Abstract
This article describes the basic principle of the methods of morphological analysis of images and signals. The concept of form is basic and defined as the invariant of the signal transformations, which simulate the changing conditions of its registration. The methods of constructing of the sets that estimate the parameters of the waveform are given.
26-29 105
Abstract
Features of metrological support of parameters of constructional materials of machine-building objects in use are considered. The analysis of the existing approaches, including research of internal friction, tests of samples is carried out. The method of measurement of deviation in time of parameters of material on the example of the harmonic oscillator is offered by phase-chronometric method. Approach to an assessment of a residual resource at the new metrological level using alternative approach is offered.

Abstract
Ability to apply mathematical modeling to create a system of diagnosis of electromechanical systems based phasechronometric method considered. Results of mathematical modeling of the impact of hydrodynamic torque at the MCPU given.

НАНОМЕТРОЛОГИЯ

36-39 84
Abstract
This work is devoted to the effectiveness evaluation of the low-temperature resonant tunneling method for measuring the concentration of fullerenes in the silicone composites. During the research, it has been proved that the application of the low-temperature resonant tunneling method allows to obtain results of a high accuracy due to the prevalence of tunnel-emission-type conductivity of silicone polymers at low 77-180K temperatures. The Poole-Frenkel hopping conduction and the Fowler-Nordheim tunnel emission models were used for analysis.

LINEAR AND ANGULAR MEASUREMENTS

Abstract
The analysis of influence of the laser scanner parameters on the accuracy of a relief the model created by results of scanning is provided.

OPTICOPHYSICAL MEASUREMENTS

44-47 112
Abstract
Application of the method of colour gradation to determine the structural differences in the volume of traditional ceramic sample by coordinates R, G and B and their distributions is described. The method is based on statistical processing of values of R, G, B - coordinates of the individual cells - and a reasonable selection of taxa with representative cells with specific characteristics. It is shown that in this case the main color component is red (R), which controls the state of iron and the degree of completeness of phase transformations in the material during technological processes.

Abstract
The task of development of automated high accuracy calibration system and its informational provision for the oil tanks of any geometrical configuration and size is considered. To ensure high precision measurements with application of appropriate hybrid tests based on structural algorithmic test methods the computer operated measurement system and software are developed.

TIME AND FREQUENCY MEASUREMENTS

Abstract
An algorithm for quantum clock time scale synchronization is proposed. The algorithm allows to eliminate the systematic sуnchronization error and minimize the random error. The formulae to determine the optimal number of measurements and minimum error are obtained.
