GENERAL PROBLEMS OF METROLOGY AND MEASUREMENT TECHNIQUES

Abstract
This paper describes a method applicable for measuring arrival time (PAT) of the pulse of pulsar radio emission, using a wideband optoelectronic processor (OEP). The OEP includes an acousto-optic spectrum analyzer and a digital signal processor. A distinctive feature of the OE-processor is connected with a special time delay operation mode of the use of a multielement CCD protector and an integration mode. In this mode the OE-processor fulfils dispersion compensation for the radio emission received by the photodetector. In PAT measurement the time delay caused by the signal pass through the CCD photodetector is taken into account. The components of the PAT measuring instrument error are considered. The results of the application of optoelectronic processor in a radio telescope are presented.

Abstract
The possibility of determining not directly measurable characteristics of the object, which is controlled by the measurement system using the interpretation of the results of observations on the basis of the reduction of the measurement methods and polynomial approximation for numerical differentiation. The basis of the perfection methods of polynomial approximation not directly measurable object characteristics make the proposed criteria evaluating the efficiency of reduction of measurements.

Abstract
The result effect of the experimental studies of the impact of random hindrance on the information content of the sample telemetry measurement data are presented. It shows the effect of different levels of distortion senior and junior bits of words measurements. The conclusion is made of the need to implement technological sequences of processing and analysis of measurement information that ensure the application of methods and algorithms to eliminate errors in the upper bits on the measurements.

Abstract
Evaluation is made of thermal influence of the electron probe in the low-voltage x-ray nanoanalysis. It is shown that despite significant increase in volumetric power density, due to electron irradiation, for most inorganic materials thermal effects are of no significance. For orogenic materials, these effects can significantly affect the results, causing destruction of a sample.

Abstract
Method and the experimental setup ITZhM for measurement with high accuracy permeability and barrier properties of the membranes and film materials by determining the kinetics of the change of pressure in the liquid above the membrane were developed. The solvent permeability of propanol, ethylene glycol and water through a glassy polymer in the temperature range of 20 ÷ 90 °C and pressures of 1 ÷ 20 MPa was studied. It was shown that the developed method and the setup allow to determine with high accuracy the solvent permeability of the membrane materials as in convective and so in diffusive mode transport of liquids.

A method has been developed and implemented for restoring a two-dimensional distribution of temperature in transparent solids, by refractive laser structured images. Abstract
This paper discusses the implementation of simultaneous localization and mapping algorithms in industrial television system. A description of a probabilistic model of the SLAM task is presented based on the FastSLAM algorithm. The article also discusses the possibility of using the unscented Kalman filter to estimate the movement of spatial landmarks. These points are the key features of the camera images that can be consistently detected and recognized within the video stream. The work contains a general model of camera movement and the method of assessing the pose in a space using a particle filter.

Abstract
A model of the unilateral and bilateral comparisons system used for comparison and synchronization of the time scales of distant terrestrial objects by means of a fiber-optic link is described. The model test results and experimental research results of estimation of the time scales comparison accuracy, as well as a maximum range of the system are presented.

Abstract
The possibility of the use and development of methods and systems Infrared Synchrotron Accelerator Diagnostics in a project of the Joint Institute for Nuclear Research of the modern complex superconducting accelerators Heavy Ion Collider NICA (Nuclotron-based Ion Collider Facility). The review of paper devoted to investigation of phenomenon of coherent magnetic-bremsstrahlung soft photon emission at high-energy collisions of bunches in colliders is given. Some characteristic properties and possibility to apply this phenomenon to the diagnostics of beams also discussed.

Abstract
In this paper we analyze details of bipolar transistors and MOSFETs electrical characteristics measurement in the presence of neutron, electron and gamma irradiation. An automated measurement subsystem is developed with its core being a measurement kernel comprising a set of measurement instrumentation as well as methods of measurement and data processing for irradiated transistors of various types. Provided are several examples of the subsystem application to BJTs and MOSFETs radiation hardness investigation as well as extraction of their SPICE model parameters for circuit design.

Abstract
It is shown that as a result of changes in mass and elastic properties of the film based on latex and activated carbon, under the influence of acetone vapor, the resonance frequency of the quartz resonator increases by an order greater than usually in quartz microbalances. It is found that the sensitivity of the same sensors to vapors of water and ethyl alcohol is significantly less than the sensitivity to acetone.

Abstract
The results of the periodic comparisons of the national prototype of the kilogram number 12 against the international prototype of the kilogram were considered. The results of the comparisons of the secondary mass standards against the State primary standard by the method of the least squares are given. The analysis of works on the improvement of the State primary mass standard taking into account the transition to a new definition of the kilogram is specified.
