Abstract
We discuss the problems of fundamental metrology related to the planned transition to new definitions of the SI units, based on fixed values of the fundamental physical constants. It is pointed out that all necessary conditions for such a transition are not yet fulfilled.

Abstract
The modern state of experimental investigations on redefinition of the thermodynamic temperature unit - kelvin is analyzed. The latest data on principal experimental devices for determination of the Boltzmann constant are considered. It is concluded that by now prerequisites for a transition to a new definition of the kelvin at the 24th General conference on weights and measures in 2011 have not yet been created.

The new formal approach is suggested for halftone texture recognition based on stochastic geometry and functional analysis. A key element of this approach is the application of computer-generated triplet features. The recognition effectiveness is experimentally verified on gray-scale iron microsection textures with inclusions of graphite.

Abstract
The method for measurement uncertainty estimation in the working range of platinum resistance thermometer with taking into account the correlation of calibration uncertainties is considered in this paper. It is shown that if the sum of correlated uncertainties exceeds of uncorrelated, it is to calculate the measurement uncertainty using a linear interpolation. The uncertainty in the temperature difference measured with two thermometers calibrated with the same instruments can be considerably reduced at taking into account the correlation of the input values.

Abstract
The paper deals with the problem of estimating the value of truncation error in case of asynchronous sampling of the AC signal in presence of sub- and interharmonics. On the base of derived relation it is possible to select the best processing method and select the necessary number of samples in case of complex input signal. The paper investigates the errors related to the proposed processing method, and provides the uncertainty bound. The simulation of suggested procedure is also carried out.

Abstract
In the modern electric power quality measuring instruments calibrators the voltage is reproduced by the direct digital synthesis (DDS) method. The basic structures and the methods of output signal frequency regulation for DDC synthesizers are considered. It is shown that for a number of parameters the most preferable is the method of frequency regulation when the reference frequency of DAC varies by means of the DDS-generator.

The features of Laser-Doppler method application for blood flow rate determination in hemodialysis machine are considered. The analysis of blood dispersion and blood flow in the tube characteristics was carried out. The estimations of Doppler signal main parameters were received, the optical circuit of flowmeter is represented.
