Abstract
The results of development of the state secondary standard of units of mass fraction and mass (molar) concentration of metals in solid and liquid substances and materials ГВЭТ 196-1–2012 are presented. The standard is intended for reproduction of mass fraction units of metals in solids and materials in the range of 1∙10–3–99,9 %, mass fraction of metals in the range of 1∙10–4–6 %, mass concentration of metals in the range of 1∙10–4–6 % g/dm3, and molar concentration of metals in the range of 2·10–5–2 mol/dm3 in liquid substances and materials. The standard by metrological characteristics corresponds to secondary standard of the State verification scheme for instruments measuring the content of components in liquid and solid substances and materials.

Abstract
The theoretical study results of magnetohydrodynamic interaction poorly conducting liquid flows in the open canal beds and free-flow pipelines are presented. The volume weight functions for electromagnetic flowmeter depending on the location of electrodes and liquid level are calculated. The possibility of simultaneous measurements of flowrate and level in unfilled pipelines by means of special processing of signals from several pairs of electrodes is shown.

The method of detection in noised signal of periodicity with known frequency based on the spectral estimation numbers of zero level crossings and differing by low computational expenses is suggested. The stude results showing the possibility of the suggested method application for practical tasks are presented.

Abstract
It is shown that the performance of the detector and the antenna parts of uncooled terahertz detector based on submillimeter and nanometer resonance structures in the form of the spiral fragments and microresonators in the form of round holes can reach the reflection losses –24,29 dB, the standing wave ratio 1,13 and conversion efficiency of 99,63 %.
