Abstract
Description of a special State primary standard of the airflow velocity unit GET 150-2012 is presented. The operation principle and metrological characteristics have been considered. The results of international key comparisons of national standards of airflow velocity are presented and confirmed that the metrological characteristics are standard on a global level.

Abstract
The processes of obtaining stable disaggregated aluminum oxide and titanium oxide nanoparticles colloids based on these materials dry nanopowders obtained by laser evaporation and condensation method (LEC) - have been studied. Thestabilization of colloids with a narrow particle size distribution was performed by using the methods ofultrasonic processing and high speed centrifugation of dry nanopowders suspensions. The types of state certified reference materials of aluminum oxide and titanium dioxide colloids nanoparticles diameterwere developed and certified.

Abstract
The results of study of tunneling current voltage characteristic for metal samples of Au, Pt and Pd at room temperature are presented. It was found that at low voltages ( V) the dependence of the tunneling current from the applied potential difference between the probe and the sample is linear and its slope is different for different samples. The observed features of the tunneling current voltage characteristic allow to offer an original procedure of non-invasive probing of the thermo-voltage of metallic samples and nanoclusters on the substrate surface.

Abstract
The methods of numerical determination of the angular acceleration and angular velocity misalignment for precise servo drive with rotor speed and position control were developed. The methods are based on the analysis of the mutual order of the reference frequency pulses and feedback pulses in the saturation modes of logical comparator.

The possibility of using the digital photoelectric interferometer in nanometry to measure the small displacements is considered. In particular the analysis of use of interferometer with a high interpolation index for digital record of displacements in nanometer range due to its high accuracy, reliability and functionality - has been carried out.

Abstract
By the example of analysis of calibration results of FARO ARM coordinate measuring machines (CMM) it is proposed to use a confidence function for metrological quality comparative estimation of separate measuring instruments. The confidence function is determined as a product of operating characteristics values of verification (calibration) methods and it is an error function of measuring methods and instruments used at calibration.

Abstract
On the basis of the general theory of relativity the practical formulas for calculation of relativistic effects in clocks moving in Earth’s anomalous gravitational field have been are derived. Clock’s errors caused by these effects are evaluated and methods of compensation of the errors in application to GLONASS/GPS systems are considered.

The results of cylindrical sample form factor calculation are presented. The form factor takes into account an influence of sample dimensions and Poisson’s ratio on real measurement of materials modulus of elasticity allowing to standardize more precisely the procedure of materials elasticity modulus measurement without influence of sample dimensions on measurement results.

Abstract
An estimation of the accuracy of determination of materials thermophysical characteristics by means of a laser pulse dependent on the sample geometrical sizes is carried out. This estimation is performed by comparison of the true values of characteristics and the results of numerical solution of two-dimensional heat transfer problem in the samples of materials at influense on the surface of a thermal pulse of small time span in conditions corresponding to experiment.

Abstract
The compact nuclear-magnetic relaxometer is described. The developed design allows to perform the measurements of longitudinal and transverse relaxations of liquid and viscous media in the low magnetic field. The Jylotto method in low magnetic field for measurement of longitudinal relaxation time in the developed relaxometer construction is realized for the first time. The developed nuclear-magnetic resonance signal accumulation circuit allows to carry out the measurements of relaxation times for small quantities of the studied medium at a minimum signal-noise ratio.

Abstract
The field scattered by a thin biconical antenna composed of two components is considered. One is determined by the load current of antenna, another - by the short-circuit current. It is shown that the directivity diagrams of this field components vary significantly depending on the length of antenna and the field size varies depend on the load resistance.

Abstract
The major problems of acoustic emission nondestructive testing method are analyzed. The comparative estimation of acoustic emission signals effectiveness is carried out. The inadequacy of analysis methods in the narrow band of frequencies is shown. As an example the comparative results of the acoustic emission signals spectral analysis are presented. The necessity of using the spectral analysis methods to increase the accuracy and reliability of results is demonstrated.

Abstract
The features of using the technique of dielectric measurements of water-mineral systems widely used as pillars in civil and industrial construction have been studied. It is shown that in newly formed state these systems are characterized by elevated MHz inductive capacity which value is stabilized only when analyzed specimen demonstrate the thixotropic properties.
