Abstract
A principle of concordance for physical dimensions of a baseunitof the SI and a fundamental physical constant is proposed. In this case the dimensions of the constant and the base unit coincide or differ with a time dimension factor. A quantitative criterion of correspondence of new BIPM prototypes of the kilogram and the IPK and also quantitative limitation of the instability of new BIPM prototypes of the kilogram are presented. A possibility to preserve the connection between the definitions of the mole and kilogram in the updated SI is considered. It is proposed to redefine thekilogram and mole using a fixed value of theAvogadro constantand the kelvin and ampere after the improvement of measurement accuracyof the Boltzmann constant and the closure of the “quantum triangle”.

Abstract
A new approach to the construction of the reference measure of time-space based on the coherence of periodic pulsar radiation is suggested.It is shown that as a result of calibration transformation of intervals of observed events of radiation their phase binding to reference pulsar measure with relative error within limits 10–18–10–19 is achieved at the 40 years duration of observations and the sinchronizing correction of atomic scale by reference measure on the current observation epoch is determined.

Abstract
The method of measurement of parameters of supersonic flow with shock waves of arbitrary intensity is considered. The analytical relationship of the gas-dynamic flow parameters permiting to determing all parameters of disturbed flow by the pressure behind the shock wave measured by means ofPitot tube at known flow parameters before the shock wave isobtained. The methods of elimination of emergent ambiguity of the shock wave intensity determination are suggested.

Abstract
The sources of error of hardness measurement by the instrumented indentation method in nanometer range of penetration depths are analyzed. The main components of measurement error are isolated and the ways of accounting for each component are proposed. The conclusions on influence of separate factors on the overall hardness measurement accuracy and the experiment results are presented.

A new method of measurement of active power and effective value of AC signals over a time interval twice shorter than in other known methods is suggested. The measurement is carried out by simple summation of instantaneous power sampling without measuring time and signal frequency adjustment. The computer simulation allows to estimate the accuracy of proposed algorithm.

Abstract
With taking into account the characteristic features of variation of magnetization on saturation hysteresis loop and on recovery curves a formula is derived for estimating the influence of material magnetic properties and of the error of measurement of its coercive force on the error of remanent magnetization of coercive recovery of steels measurement. It is established that in compliance with the standard requirements to the precision of measuring instruments the measurement error cannot satisfy the demands of magnetic structural analysis. Abstract
The first results of complex experimental studies of instrumental and methodical errors of diagnostics in noninvasive medical spectrophotometry are described. The physical and technical sources and of error factors are considered at measurements on nonbiological imitation measures are considered. It is shown that the greatest influence on diagnostics errors is exert the geometry and spectral characteristics of optical elements and photodetectors as well as the chosen models and algorithms of data processing in instruments’ software.
