An effective solution is recommended, that is methods hybridization. The results of the fuzzy neural network simulation are given, that have accidental location of training points and the type of location distribution being unknown.

Abstract
Research to compare transmission electron microscopy, dynamic light scattering and acoustic spectroscopy methods used for measuring oxide (Al2O3, TiO2, SiO2, ZnO) nanopaticle diameters in stable colloids with different values of concentration and average diameters has been performed. It has been confirmed that for colloids containing single nanoparticles along with dendritic agglomerates, the method of acoustic spectroscopy can only be used for measuring the size of individual nanoparticles, while the dynamic light scattering technique is applicable for determining the size of objects in the nanoparticle concentrations and their agglomerates.

Functional relationship between mass of commercial oil and petroleum products and measurement results of their parameters: density, volume, pressure and temperature measured at laboratory and operational conditions, coefficient of thermal expansion at atmospheric pressure and at gauge pressure in operational conditions is presented. The expression for estimation relative error boundaries of indirect measurement results of oil and oil products mass with employment of liquid meters is obtained. Results for kerosene, aviation kerosene and light diesel fuel are showed in tables.

Abstract
The drawbacks of the existing measurement methods for residual stresses are anlayzed. The experimental studies are presented concerning the effect of external influences on the measured ultrasonic wave propagation velocities. The quantitative assessment is made of the effect of the structural, physical and mechanical properties of materials on the change of the measured ultrasonic wave propagation velocity and the regression dependences are obtained.

Abstract
A model of fluid flow, with measuring pipes which include flow straighteners, is described. Based on this model a method is suggested for flowrate measurement of liquids of variable differential pressure, with flow straighteners. Also suggested are the parameters of these devices, which can influence the flowrate measurement.

Abstract
Detailed analysis of the method used to transfer the temperature value from the water triple point cell (TPW) to the acoustic resonator of the installation for measuring the Boltzmann constant is presented. The transfer of the temperature value from TPW to the resonator is performed, using a highly sensitive differential sensor which however can not be considered as the absolute measuring instrument. The method is proved to allow the transfer with the uncertainty limited only by thermal noises. The method enables to lower uncertainty of the transfer of Boltzmann constant measuring results, which is needed for redefining the Kelvin unit in terms of the Boltzmann constant.

Abstract
Method for determining geometric characteristics of the gas-powder flow in laser powder cladding with the coaxial injection is proposed. Effect of the working parameters of powder feed rate and the channel width on geometry of the particle flow is evaluated. Optical diagnostic of laser cladding by infrared camera, providing information on temperature of the powder in the flow, is performed.

Abstract
A method of measurement of the loss of cross area in the metals of lifting wire ropes made from ferromagnetic steel wires is considered to evaluate their efficiency. An analysis is made of the effectiveness of the measurement method on the mathematical model of the rope of closed construction. Measurement errors are determined. Measures to are proposed improve this measurement method.

Abstract
In article the features of liquid fluids streams investigations by nuclear magnetic spectrometer are considered. The account of these features in nuclear magnetic spectrometer construction allows to determine the relative concentrations of paramagnetic ions and to measure the spontaneous and transverse relaxation times with an error of not more than 0,5 % in liquid streams. In nuclear magnetic spectrometer the nuclear magnetic resonance registration regime of nuclei: fluorine, phosphor, lithium, boron, sodium, chlorine, as well as mercury is implemented additionally from flowing liquid. The results of experimental investigations of liquid mediums streams are presented.

Abstract
Possibility of measuring of frequency dependence of power supply rejection ratio of linear voltage regulators by using just reasonably priced conventional oscilloscope and external function generator without application of expensive special equipment is investigated. Effect of the value of probing voltage at different frequencies on distortion of the form of output signal is studied. The effects of using the automatic scanning options, the layout and assembling of the printed board and the values and types of capacitors are also considered.

Abstract
Issues of mutual signals delays estimation during the time-difference-of-arrival processing are discussed. Based on the field tests of the radio receivers of the same type the nonidentity of the receiving paths is shown to be a source of the errors up to a few tens of nanoseconds, that may lead to a significant error in determining locations of the emitters. Adjustments, enabling to reduce the estimation error for the delays up to 10 NS, are proposed and experimentally performed.

Abstract
A phenomenological model is proposed of estimating the composition changes of an analyzed microvolume at low-voltage electron probe X-ray microanalysis. The changes are caused by thermal effect of an electron probe. The relations are derived, connecting metrological characteristics of low-voltage electron probe X-ray microanalysis with thermodynamic characteristics of a specimen and the experiment conditions. The obtained results allow a priori to choose such mode of analysis, which can ensure elimination of errors induced by thermal instability of the object under investigation.
