Abstract
The results of improvement of the state primary standard of velocities units of propagation of longitudinal, shear and surface ultrasonic waves in solids are considered. A new reference installation is described for reproducibility of the unit of attenuation factor of longitudinal ultrasonic waves on the basis of non-contact capacitance methods for generating and receiving of ultrasonic vibrations using echo technique and resonance measurement methods. The metrological characteristics of the primary units standard are given.

Abstract
The principles of quantum fluctuation compression with parametric effects on the oscillatory system used in ultrahigh measurements are discussed. The scheme of experiment where mode of quantum compression is realized in the hysteresis-free regime with RF SQUID parametric pumping and special microwave test signal is presented.

Abstract
The problems of nonparametric goodness-of-fit test applications (Anderson-Darling test, Cramer-Mises-Smirnov test, Kuiper test, Watson test, Kolmogorov test, Zhang tests) for simple and composite hypothesis are considered. The results based on the studies of test power show the existence of competing hypotheses pairs undistinguishable by the considered criteria for small sample size and small values of type I error. The cause is proved to be the situational bias of test criteria.

Conditions to ensure obtained error characteristics independence from random error density distribution type are formulated.

Abstract
The developed method evaluation results are presented. The mean energy value of Hilbert spectrum (HS) of a speech signal received by the CEEMD and HHT is shown to vary in different ranges depending on the choice phrases formed by separate active organs of speech apparatus.

Abstract
The article offers raster-interference device for the purposes of an experimental study of extremum light errors for conjugation raster spatial scale formed extremes of light taken as the zero position and the reference point. We propose to use for this purpose the converter with combined functions of scanning, compensation, interpolation and guidance (SCIN) and digital extreme photoelectrical countable interpolation measurement system (CEFCICI) designed to measure linear-angular movements with high accuracy and reliability.

Abstract
Experience of operation of valid signal amplitude modulation flow transmitter, which is a part of manned Transport Spacecraft “Soyuz” propellant consumption rate measurement system, has suggested that a mechanical loading in the transmitter setting area results in abnormal operation of the transmitter. Newly designed flow transmitter functional scheme built upon valid signal carrier phase measurement, which essentially improves mechanical effect resistance and propellant consumption rate measurement accuracy, has been proposed and considered.

Abstract
Для защиты датчиков ударных ускорений от неизмеряемых воздействий (деформации поверхности контролируемого объекта, неинформативных высокочастотных колебаний) широко используются механические фильтры на основе эластичных упругодемпфируемых элементов [1-4]. Однако такие способы закрепления неизбежно приводят к снижению нижней резонансной частоты f0 и, следовательно, исходя из допустимой динамической погрешности измерения пикового (максимального) ускорения к сокращениюдиапазона регистрируемых частот. Последнее для датчиков ударных ускорений весьма нежелательно.

Abstract
A method is proposed for determining the integrated primary parameters based on measurement results of currents, voltages, and the difference between their phases when performing two kinds of experiments: in idling condition and partial short circuit. This approach to the forecasting of the results of electric power transmission may be quite promising, provided a required technical support for a series of experiments is ensured.

Abstract
Specialties of poly-operational magnetic control of ferroimpurities were identified by analyzing natural environment and industry-related mediums (field spar, moulding sand, ash waste). This fact requires enhancement of existing empiric estimated control method meaning to extrapolate mass-operational characteristic (dependence m(n) where mass of ferroimpurities decreases as the proceeds operations n ). Particularly there was shown and realized such variant of method as self-supporting exponential extrapolation of the second part of mass-operational characteristic. There was obtained and adapted ferroimpurities summary mass (and mass fraction) prediction formula for those samples that were under magnetic control.

Abstract
The paper describes design basics and testing results of the measuring system for monitoring and analyzing geomagnetic field parameters and variations. A wireless communication channel implemented in the system alongside with the developed software provide automated processing of measurements in real time.

Abstract
A study on the nonlinear parametric method of estimating the instantaneous frequency and amplitude of a quasi-harmonic signal is presented. Analytical expressions for dispersion and bias of estimates confirmed by numerical simulation are obtained. Method performance tests with real signals showed the possibility to determine frequency with a relative error not exceeding 10-5.

Abstract
The technology of adjusting of microwave strip devices based on usage of the all-purpose adjuster measuring characteristics of devices differing in overall and mounting dimensions is considered. Joint adjusting of some microwave devices is possible too. Adjuster construction and measurement technique are introduced. Shielding problems are considered. Frequency characteristics of calibration plates represented by sections of 50-ohm line are analyzed.

Abstract
The results of voltage-current characteristics study for sensors made of graphite paper with nanotubes are presented. It has been found experimentally, that these samples with carbon multiwall nanotubes are applicable as gas sensors for detection of NH3, H2 and Cl2 in air.
