Abstract
The structure and the generalized block diagram for relative permittivity and permeability State Primary Standard at frequencies from 1 MHz to 18 GHz, methods of reproduction and transmission of units are considered. The measuring equations for all reference techniques and the summary analysis for errors of reproduction of units are resulted.

Abstract
The probability approach as the optimality criterion at accuracy loss estimation for verification schemes analysis is proposed. It means thet final or resulting physical quantity unit size, transferred from national (reference) standard to working measuring instruments, is a random quantity, wich is a composition of physical quantity unit size values distribution over its transfer steps in verification scheme.

Abstract
The virtual sensor system model is presented. The system consists of a set of physical and virtual sensors and a supervisor. The hierarchy levels for each type of sensor are considered. At physical level the integration ensures the uniform interface and the hardware access. At virtual level it presents the data for upper level and for supervisor.

Abstract
The analysis of systematic errors of dispersion effective area measurement is carried out for two important classes of low-sized laser location objects. The appropriatenesses of these systematic errors changing are determined in dependence on sign and curvature radius of falling on the reflector and on reflected radiation front, as well us on location distance. The new criterion for laser location far-field region of examined reflectors types is proposed.

Abstract
The investigation of the fundamental restrictions for the joint measurement limiting error of the optical field parameters based on the semiclassical theory of photoelectric detection and the information theory has been performed. In the frames of 1D 4-parsmetric and 2D 7-parametric Gauss model with the background under the assumption of Poisson count statistics the examination of the absolute and conditional minimal variance matrix boundary has been realized. The numerical investigation of the background and dark current noise effects, the size and position of the measuring region relative to the center of the field is given for light sensitive matrixes with different number of elements.

Abstract
To evaluate the image rotation and to separate the effects of the geometric phase from the dynamic phase, a new matrix method is proposed for a non-planar optical schematic. Conventional 2×2 Jones matrix calculation is generalized and a new scheme of 3×3 matrix calculation is proposed. Several practical examples of non-planar interferometer schematics are discussed to be applied as an astronomical nulling interferometer and as an accurate wavefront metrological tool.

Abstract
Research of characteristics of spectral estimations of the laser Doppler vibrometer (LDV) signal parameters is carried out. Estimations of a frequency deviation and a frequency modulation index by an "instant" spectrum of homodyne and heterodyne LDV signal are considered. The dependences of methodical error of the spectral estimations on parameters of signal and of processing algorithm by the method of numerical modeling are found. It is shown the wavelet-analysis algorithm provides better estimation quality in comparison with a method of an "instant" spectrum for the considered signal models.

Abstract
The studies of errors in the fiber-optic pressure sensors attenuator type are represented. The sources of errors in these sensors are analyzed and the methods of their decrease by the construction-engineering solutions at the stage of design are proposed.

An experimental strength of polymer composite materials is described. As the model a sample of microplastic is used. The sample is loaded by using hydraulic cylinders to its destruction. The cases of simple static tensile loading are considered.

Abstract
Four methods for calibration of platinum resistance thermometers used in the heat control devices are analyzed. The criteria for this analysis is minimizing the measurement error and reducing the calibration cost. It is shown that calibration technique can be based on the investigation of individual coefficients typical for particular lot of thermometers. It is especially important if the thermometers are made with use of platinum film sensor.

Abstract
The new precision RLC-meter MHC1100, operating in wide range of frequency and oscillatory impedance measuring parameters, is described. The instrument is based on the new impedance measuring principles, with reduced number of inner measures and new methods of measuring circuit calibration, allowing to increase the measurement accuracy and function possibilities, and to automatize the equipment metrological adjustment.

Abstract
The conditions are established under which the results of measuring the magnetic permeability of products in an open magnetic circuit can be used to reliably compute the initial, μn, and maximal, μm, magnetic permeabilities of structural steels. A formula is elaborated to determine the calculation error from the measurement error. The possible reason is analyzed for the overestimated value μn measured for low- and medium-carbon steels at high annealing temperatures.

On the basis of the offered power model of heart work the integrated method of analysis ECG on a sequence of the cardio cycles areas (SR-diagram). The engineering of measurements of an R-peak coordinates and diagram formations with parameters R, R-R, SR and relative parameters is created. The comparative correlation and spectral analysis on five offered diagrams for two groups surveyed healthy and patients are carried out. It is shown, that the aspiration to keep results the connected energy of complexes morphology in adequate changes of complexes amplitude, the sizes of intervals and segments.

Abstract
A system for laser monitoring of the sensor layer thickness and degradation under action of the agressive environment was developed and tested. Basic methodological aspects of using a remote-control laser-ellipsometric probe with iron metal-oxide sensor for the monitoring of the aqueous media agressivity at various temperatures are considered.
