FUNDAMENTAL PROBLEMS OF METROLOGY

Abstract
Within the limits of calibration measuring problem for cosmological distances scale the problem of significant divergence for Hubble constant estimations is discussed. It is shown that the representation of the Friedman-Robertson-Walker model in the form of the Taylor formula of the 3rd order by the criterion of the minimum error of inadequacy is not optimal in accuracy. An anisotropic model of the 2nd order based on the Heckman model turned out to be more accurate.
GENERAL PROBLEMS OF METROLOGY AND MEASUREMENT TECHNIQUES

Abstract
Metrological support of the navigation signal and satellite antenna-feeder system characteristics measurements is a challenge, directed to the GNSS GLONASS parameters achievement. The article is dedicated to performing measurements of satellite direction amplitude diagram from the Earth’s surface. A measurement method is proposed, preliminary calculations of navigation satellite antenna directivity diagram form, demonstrating its efficiency, were performed.

Abstract
The description of new methods and systems of pneumatic dosing and flow control for bulk materials is given. Non-type solutions of control implementation are considered. Constructions of control devices for volumetric batchers and feeders are suggested. Results of pilot studies of automatic batchers of volume action for bulks are given, recommendations about the choice of design and regime data are made.

Abstract
One way to decrease the sensor uncertainties is to use calibration process. In this study, based on the application of the genetic algorithm (GA), using the reference signals obtained by means of a high-precision (reference) instrument, a calibration curve of the differential pressure sensor is determined. A comparison of the GA algorithm and the Least Square Method (LSM) is performed to obtain the calibration function of the differential pressure sensor. As the calibration characteristic, 2nd order polynomial is used. The obtained calibration results via GA are compared with the LSM based calibration results.

Abstract
Proposed a method for measuring parameters of microrelief machine component surfaces optical-electronic and computer means, based on calculating the parameters of the two-dimensional autocorrelation function, plotted from a binary image of the microrelief under investigation. Found to be the most informative characterization of the studied surfaces, micro precision components reliably distinguished from each other with a given probability, is the average amplitude of the variable component of the autocorrelation function. Shows the results of determining the parameters of microrelief surface using quasi-optimal correlation algorithms.

Abstract
The specific features of videogrammetry method applications to the measurements of distributed geometric parameters of position, movement and deformation in experimental aerodynamic are briefly presented. On the basis of experiment conditions the preference is given to the schemes with just one digital camera using. The features of the image distortions correction and the measurement system calibration are noted. Three conceptual schemes of measurements are formulated.

Abstract
The paper presents the VNIIOFI procedure of measurement of spectral irradiance of deuterium lamps in the wavelength range from 200 nm to 400 nm. Expanded uncertainty of the measurements varies from 1,6 to 6,9 %. The results of VNIIOFI measurements were confirmed in the comparison with PTB. The deviation between two laboratories was not higher than 2 %.

Abstract
The phenomenon of phase structure adjustment of optical radiation reflected from a small object with non-local coherent reflection, the lens of which has spherical aberration, is considered. The conditions for the appearance of peripheral «brilliant zones» within the object aperture are determined and their contribution to the formation of the reflected signal on the finite length path is estimated. The systematic errors of measuring the effective scattering area of the Central «brilliant zone» and the linear density of the effective scattering area of the peripheral «brilliant zone» are estimated

Abstract
In this paper we propose a method for recovering the input signals of vortex current displacement transducers under thermal shock. The restoring of the input signal is carried out correction of the output of the primary measuring converter. The correction is based on the methods of identification of nonlinear dynamical systems described by discrete Volterra series.

Abstract
The previously unrecognized temperature measurement uncertainties that may occur during calibration of radiation thermometers (pyrometers) used for temperature measurements in the range of 1234,93-3273,15 K are considered. One of these uncertainties is shown to be related to the difference in spectral transfer functions of the interference filter of a calibrated pyrometer and a monochromator working temperature standard. Another uncertainty is due to the asymmetry of the spectral transfer function of the pyrometer relative to its central wavelength of the passband.
