The composition of national primary standard of dielectric permittivity in frequency range from 1 to 178,4 GHz, the methods of reproduction and units sizes transmission are presented. The method of digital processing of measuring resonators characteristics used in the standard is described. The metrological characteristics of standard and the measurement results of dielectric parameters of standard measures are presented.

Abstract
The problems of adaptive synthesis of mathematical support structure of measuring information processing in intelligent space equipment reliability predicting systems depending on prognostic situation are considered. The formulated approaches may be used for rapid forecasting of parametric reliability assessment at the stage of ground and flight tests of space equipment. Methodical error of reliability prediction is minimized on the set of prediction models.

The solution of problems existing at measuring instruments checking require significant resources. The selection criterion for deterministic or stochastic decision methods of laborions checking problems is considered. The decision-making process modeling is carried out by means of the mathematic apparatus of game theory. The criterion is based on comparison of available resource with the cardinality of problem decision strategies.

The problem of the grain mixture components recognition on the basis of reflectance and luminescence spectrometry aiming at the higher effectiveness of photoseparation stream systems is considered. The procedures of reflectance and luminescence spectrometry of grain components and the results of comparative studies of pattern recognition algorithms of the grain mixture components are presented.

Abstract
The configuration of attenuator based on four Dove prisms providing the design compactness and significantly simplifying the alignment and assembly are considered. It is shown that the most successful configuration of attenuator is with parallel in pairs reflecting surfaces of prisms. This configuration preserves the direction of beam propagation and provides the intermediate beam to control the polarization of the incident radiation and its attenuation coefficient during attenuator calibration.

Abstract
It is shown that the temperature is one of the most important parameters of soldering affecting the quality of field connections.The current temperature control of soldering stations before soldering does not guarantee the assurance of required temperature.The application of relationships listed in article allows to exclude the mentioned shortcoming.

The error of determination of phase angle between two periodic low frequency signals with accumulation of signals synchronized by GPS receivers has been studied. It is shown that at program processing the casual error of determination of phase corner can be0,01°.

Abstract
The new model for calculating the reliability of non-repairable phased arrays and compares it with the traditional model for calculating the reliability as a redundant structure with a loaded nonrecoverable sliding reserveareproposed. The recommendations for use of new model in the design process with phased array radars, having over 200 microwave components, are given.

Abstract
The different methods of filtering of arterial pulse signal contour line drift were considered. A new method of contour line drift correction based on formation of adaptive filter reference signal by means of multiresolutional wavelet transformations of initial biosignal was suggested. The efficiency of other filtering methods under interference of various intensity has been studied. The proposed method allowed to get the least distortion of arterial pulse signal processing in comparison with free from distortions manifestation model signals.

Abstract
It is shown that the frequency range of the external electric field 1-30 MHz iswide enough for correct separation of signals of real and imaginary components of the complex dielectric permittivity and at the same time is quite narrow to observe the ion-molecular complexes of water electrolytessolutions as identification features of natural and waste waters. An increase of real part of aqueous solutions in the layers of mass transfer associated with the intensity of mass transfer has been registered.
