Abstract
The rationale is provided for the development of the State working standard unit of the average power for fiber-optic systems and lasers radiation in the range of 0,05 to 5 W within the spectral range from 0,19 to 12 microns and an expanded uncertainty not exceeding 0,985·10-2. The method of transfer of the unit of the average optical power at a level of 1 mW, directly from the State primary special standard GET 170-2011, using independently calibrated mechanical attenuator, is considered.

The problem of probabilistic forecast of residual operating life of the measuring equipment having parametric failures.. A general analytical solution of the problem with arbitrary final number of defining parameters is presented. An example of practical implementation of the obtained solution is given as an illustration.

Abstract
The results of analysis are presented of factors influencing the systematic error of 3D reconstruction of surface reliefs, based on stereo images obtained by SEM S-4800. The typical size for the surface relief elements is less than 1 µm. The main sources of the error are found. It is shown that for typical samples the main factor influencing the systematic error of 3D reconstruction is the parallax measurement error.

Abstract
There has been experimentally obtained the dependence of performance effectiveness of a double-state selection system, based on Majorana effect, on the current in transverse (relating to atoms flow direction) coils placed in the area between the sorting magnets. The operation of the double-state selection system is proved by the H-maser’s power curve and also by a double resonance method.

Abstract
The results of the development of a reference device for measurement of saturated vapor pressure in oil and oil products are presented. A new method is described for the measuring of saturated vapour pressure, which forms the basis of the developed reference device. The characteristics are given of the reference materials certified using the reference device. The advantages of this device are demonstrated compared to foreign-made similar devices. The perspective of automatic performance and approval of the device as a working measurement standard are shown.

Abstract
The interferometric laser installations for measuring crustal deformations and atmospheric pressure fluctuations in infrasonic and low-frequency ranges, located in four different places in the Far East, are described. The results received on one of the experimental stations, located at sea, Cape Shults, have shown high efficiency of the mentioned installations for identifying of the original source of fluctuations and waves of wide range frequency.

Abstract
The estimation is made of errors of the determination of thermal characteristics of materials, using a method for laser pulse finite duration. The reference values of characteristics of materials are compared with the results of a numerical solution of the two-dimensional problem of thermal conduction in the sample, the surface of which is exposed, in the experimental condition, to the heat pulse of short duration.

Abstract
A procedure for carrying out calibration is described and the expressions are obtained to estimate the influence on the accuracy of measurement of deviation of characteristics of the elements of the input path of a microwave radiometer based on the nominal values. The limits are determined both for the change of physical temperature of an input unit and the receiver noise temperature, within the range of which the output signal changes do not exceed the radiometer fluctuation sensitivity.

Abstract
A formula is elaborated for calculating the parameter of distribution of the magnetization along cylindrical rods made of materials with a high magnetic susceptibility in the whole range of variation of their relative length λ. Regularities are established in the influence of λ of the cylinder on the relation between its magnetization in the central section and the averaged across volume magnetization and the dipole moment.

Methods for measuring vibration parameters of ultrasonic contact lithotripters with longitudinal low-amplitude vibration waveguides are considered. A method is proposed for measuring vibration acceleration, vibration velocity and the scope of their oscillation, using a hydrophone calibrated on a shaker.

Abstract
In an experimental part the data on the registrar, a technique of initial processing of electrocardiograms and the list of a heart rhythm parameters to the subsequent analysis are submitted. The analysis of interrelations of structural - topological parameters and parameters of variability of an intimate rhythm is carried out in view of frequency of digitization. By results of the analysis the parametrical model of regulation and management of a heart rhythm with allocation of managing parameter is offered.

Abstract
Research of human blood is carried out for numerous parameters. One of them is sodium concentration. In this article flame photometric and potentiometric procedures for determination of sodium concentration in plasma, serum and whole blood are described. Brief data on these procedures and results of their comparative tests are presented.

Abstract
The experiment to determine losses in fuels with dissolved and emulsion moisture, using a microwave resonance system - the cylindrical cavity resonator - is carried out and its results are presented. The finite elements method is used for the analysis of electromagnetic field transformation, which is performed in the COMSOL Multiphysics system. The investigation results can be implemented for developing techniques for determining free moisture content.
