Abstract
Different sets of constants with fixed values which can be chosen for new definitions of four base SI units (the kilogram, mole, ampere, and kelvin) are discussed. A notion of “order of the constant” in the system of units is offered. The criteria for the optimal choice of defining constants and an alternative set to the basic set of h , e , k , NA, consisting of the Planck constant h , the Avogadro constant NA, the Boltzmann constant k and the magnetic constant m0 are considered.

Abstract
The frequencies of acoustic and microwave resonanse of a quasi-spherical acoustic resonator filled with helium have been measured at the temperature of triple point of water. Resonator maintained near the temperature of the triple point of water and filled with helium. The value of the Boltzmann constant kB =1,3806508·10-23 J·K-1 with standart uncertainty 2,34 ppm has been obtained.

Analyzed various approaches to the restoration of surfaces of geofields (smoothing splines, controlled filters), which are limited linear regularized and filtered algorithms. It is proved that, restoration task of surfaces (pictures) is multicriterial. The new method of construction set ofnodominated solutions has been worked out: Pareto-set.

Abstract
The approach to increase the accuracy of resonant frequency and quality factor measurements of different resonators is presented. Result is being achieved with using of generalized resonance function for approximation of resonator experimental characteristics. The function takes into account a direct (non-resonance) signal transition from resonator input to its output and includes the parameters determined at resonator characteristics approximation. The approach gives high measurement accuracy of resonance parameters for experimental resonance curve (including curve with distortions). The measurement results of resonance frequency and unloaded quality factor are given for this and usual approaches. Approach can be used for characteristics measurements of electromagnetic and acoustic resonators in gas acoustic and dielectric thermometry.

Abstract
The formal procedure that allows for an object that can be represented in the form of a multi-element passive two-terminal network, to select its definitely identifirable parameters, that allow finite and the infinite number of values, is proposed. The same procedure allows on the basis of that information formally to define the conditions under which the maximum possible number of parameters of the object becomes definable.

Abstract
The thin SnO2-X-Tb,Sb nanocrystalline films for resistive gas sensors were prepared reactive magnetron evaporation. The sensors have very high sensitivity to methyl, ethyl, isopropyl, propanol, butanol spirites, not so high sensitivity to toluol, ortocryosol and have no reaction on acetone, bensol, glyzerin, diethylglycol. The temperature and dose dependences of the sensors sensitivity were investigated.

Abstract
The peculiarities of application of the reflectometric method of fiber Bragg grating interrogation to the monitoring of deformations in reinforced concrete beams were investigated. Experimentally demonstrated strain sensitivity and resolution amounted to 2,8 dB/10-3 and 30∙10-6, correspondingly in the measurement range ±2∙10-3. In the course of deformation tests, it is demonstrated that the near-surface strain in concrete can be markedly different from that inside the beam, which results from the differences in strength and deformation properties of concrete and reinforcing steel.

Abstract
The possibility of usage of kinetic indentification method combined with acoustic emission for TiN-based hardening coatings crack resistance evaluation is revealed. Appropriate compliance between the moments of the first сrack appearance in the coating, the first notch on kinetic indentification curve registration and high-energetic acoustic emission impulse registration is established. The ability of much accurate and sound evaluation of critical indentation load causing the first ring crack appearance around the indent in the coating is shown.

Abstract
The principles of creation precision positioning devices which based on piezoelectric effect were studied. А promising scientific direction in the development of piezo actuators - self-sensing actuators, which simultaneously perform two functions: actuating mechanism (actuator) and the primary measuring transducer (sensor feedback), was selected. Аn original structure of the self-sensing multilayer piezoelectric actuator of nano- and micromovings is suggested. It was given a structural variant of the control circuit of the self-sensing multilayer piezoelectric actuator, in which the integrating scanning frequency converter used as the measuring transducer. The advantages of such a structural control scheme are shown.

Abstract
The mathematical model of the method for determining the thermophysical properties of the solid phase for heterogeneous materials is given. The construction of measuring device for implementing the method is shown. The results of practical application of the method for studying the changes in specific heat and thermal conductivity in solid phase of chemisorbents based on KO2 and NaO2 in the temperature range 273-383 K during the process of carbon dioxide absorption. It is shown that the method and device may be used for testing the suitability of chemisorbents.

Abstract
The procedure of estimating optical signal to noise ratio (OSNR) in optical fiber transmission systems with spectral multiplexing, using orthogonal and not orthogonal subcarriers multiplexing with domination of four-wave mixing effects was offered. The technique is based on measuring the OSNR for four-channel signal transmission system which is used to predict OSNR for M-channel transmission system.

Abstract
Mobile measuring equipment adaptive for measurement low-frequency noise characteristics of vacuum tubes with wide range impedance was developed. Software to control operation of equipment, automatic measurements and processing results was created. The possibility of determining the diagnostic parameters for thermionic cathodes in vacuum tubes was demonstrated.

Abstract
The resistance to blowout of the three types of fibrous sound-absorbing materials with different diameters of the fibers were measured. According to the results of experimental studies the dependence of the resistance to blowout of the investigated materials from their density was determined. It was proposed to use dimensionless parameters for analytical approximation of the obtained dependences.

Abstract
The results of quantitative assessing the plans for remote irradiation of oropharyngeal cancer patients using “dose-volume” histograms are presented. The homogeneity index of planning target volume HI , conformity index CI and others for 37 patients were calculated. Comparing the results of calculations for different methods of irradiation. It is shown, that HI is in the range from 0,05 to 0,12 for 80 % of all patients and for all exposure technologies. CI conformity index for patients is regardless of the exposure technology.
