The properties of optimal selection of quantity of discretization intervals of domain of probability density have been studied. The quantitative dependences between the coefficients of discretization procedures and anti kurtosis coefficients for symmetric and asymmetric distribution laws have been determined. The analysis of their features for different usage conditions has been carried out.

Abstract
On the basis of the information inequality the relation between the limiting measuring errors of the time and frequency parameters of optical impulses is analyzed. The received error relation is compared to the quantum physics uncertainty relation. For the Gauss impulses the product of root-mean-square limiting measurement errors of the time and frequency parameters reduced to one photon is shown to correspond to the minimum value in the quantum uncertainty relation time-energy (coordinate-momentum). At the same time, the error relation has the opposite sign of the inequality relative to the uncertainty relation. Product of errors decreases, if the form of the impulse differs from the Gauss form, for which informational entropy riches the maximum.

Abstract
The optoelectronic laser-television device for remote measurements of complex spatial configuration products geometric parameters is considered. The block diagram of the device and the basic mathematical relations describing the calibration and measurement procedures based on the processing of controlled object images taken at different shooting angles is presented. The possibility to curry out the complete analysis of product geometric dimensions was received.

Abstract
The analysis of frequency instability of group signal produced by auxiliary oscillator synchronized to the average frequency of active hydrogen maser ensemble is presented. Real measurements data obtained in JSC «Vremya-CH» in 2013 were used for the analysis.

Abstract
A laboratory prototype of a complex of optical spectroscopy of multiple-charged thorium ions for development of nuclear frequency standard is presented, as well as preliminary experimental research on generation of single-, double-, and triple-charged ions from solid compounds of thorium nitrate (IV) by electron beam evaporation are carried out. It is shown that the ratio of triple- and double-charged ions to single-charged ions produced by this technique exceeds values obtained by the laser ablation method in laboratories of the U.S. and Germany. Electron beam evaporation technique is the basis of the developed complex of optical high-resolution spectroscopy.

Abstract
A sensor of liquid low flow rates has been developed for solving the problem of accurate measuring of low flow rates of specialized liquids. Using of the developed device for contactless measuring of liquid low flow rates creates conditions for automation of the process of different liquids (including medical) high-precision dosing with ability of control of dosing process in real time.

Abstract
The new approach for the construction of radiation scale of temperatures and determination of Boltzmann constante k was considered. Approach is based on the derivation of formulas for determination the density of heat flow from the equations of thermodynamics. It is proposed to use for the building of the practical temperature scale the density of the total energy of equilibrium radiation of ampoule of water at the triple point, the registrations of this radiation by an absolute cryogenic radiometer and subsequent determination of k from Stefan-Boltzmann law

Abstract
The problems of a local magnetic field creation used for positioning of a mobile receiver along to six coordinates at ranges up to several meters, - have been considered. By the study results the way of solution of the problem of indoor-navigation in closed areas, where the application of GPS/GLONASS system is impossible, - is suggested.

Abstract
The problems of measurement and reproduction of ultra low DC currents in attoamper range have been considered. The results of long-term measurements of "zero" values of electrometer B7-45 and of reproducible values of ultra low DC currents are presented. A device based on application of the measurement method and reproduction of ultra low currents by electrons counting, which can be used as a primary standard in the pico-attoamper range - is described.

Abstract
A decision making algorithm for inclinometric system with structural redundancy allowing to make a conclusion on validity of measurements based on readings of magnetometric or gyroscopic modules has been considered. The information on magnetic disturbances, signals from primary sensors, and location latitude data was suggested as a criterion for adequate measurement selection.

Abstract
The methods of improvement of AC coaxial shunts dynamic characteristics have been considered. A multiplicative method of accuracy increase with amplitude correctors application was used. The version of correction realization have been suggested and their analysis was carried out. The application of the first equalizing circuits confirmed the possibility of coaxial shunts working frequency band expansion.

Abstract
The methods and measuring technique of dielectric measurements of water-mineral systems have been offered, the requirements to the construction of design have been formulated and capacitive primary measuring transducer to controle mineral water-saturated natural and technogenic systems - soil and waterworks has been proposed. Method of calculating of the equivalent input conductance and its components based on the cascade connection of the elements of an extended coaxial primary measuring transduser has been synthesized. Mathematical modeling and experimental investigation of this transduser which confirmed the effectiveness of its application to monitor the state of bound water in saturated mineral systems of natural and technogenic origin has been carried out.

Abstract
A design of wide-range piezo-sorption senser of organic liquids humidity based on the use of two sorbents on one quartz plate is suggested. The most effective way of sorbents coating on the plate based on analysis of the dynamic characteristics of the sensors - is determined.
