Abstract
The article discusses the possibility of extending the range of operating frequencies and improvement the accuracy of the State primary special standard of the frequency deviation unit GET 166-2004. The article provides a description of the methods and means of measurement of frequency deviation, which are supposed to be included in the GET 166-2004. The results of the study of four independent methods for measuring frequency deviation are presented. Recommendations on the expansion of the primary standard are given.

Abstract
The problem of structurally-parametrical identification of dispersion characteristics for Friedman-Robertson-Walker model and it approach as cosmological distances scale by data about supernovae’s type SN Ia which have been used for detection of «acceleration of Universe expansion» is considered. It is shown, that distribution of deviations from the position characteristic of these models has multiplicative character. In class of the truncated distributions of probabilities estimations for convolutions of the casual making and nonparametric not excluded regular making errors of inadequacy of model Friedman-Robertson-Walker are received at zero parameter of curvature, model on the basis of Heckman-approach taking into account anisotropy and interpolation models.

Abstract
The method of sampling the range of values of a multidimensional random variable is considered. We study its dependence on the volume, the dimension of the apriori information, and the form of the probability densities. The results are compared with the Scott’s rule for a multidimensional random variable for normal distribution law.

Abstract
A complex-functional unit for measuring the write/read speed of SD-cards based on the technology «system on a chip», carrying out data exchange between the computer and the used memory cards both in series and in parallel on four channels, has been developed. A method of measuring the speed of information transfer between external drives and the processor core of video systems on a chip is proposed. The results of measuring the write (read) speed of different memory cards are obtained and the confidence intervals of measurements are determined.

Abstract
This article presents a technique for diagnostics the design parameters of intraocular lenses. A comparative analysis of the current state and development of devices for the diagnostics of intraocular lenses form and quality parameters was carried out. An original technical solution is proposed that allows to design a two-channel optoelectronic device, including a collimating channel and a channel based on the Shack-Hartmann wavefront sensor (DWF). The hardware characteristic, the wave front radius of curvature in the plane of the lens raster, of the device is considered, the wavefront radius of curvature in the plane of the lens raster, and the dynamic range by which the possible range of measured aberrations of the intraocular lenses is limited. Within the limits of the accuracy calculation the systematic error of the output parameter of the developed device is investigated.

Abstract
In the report are represented the results of experimental investigation of the influence photographic lens axis inclination to the camera sensor axis for the optical system with Scheimpflug adapter, for an object at a finite distance. A method of determining the depth of field by the image of the background pattern for optical systems in which the plane of the digital camera matrix is not perpendicular to the optical axis of the lens is proposed. Described facility for the background pattern image capturing, the rotation of the lens which is carried out using the Scheimpflug adapter. The distributions of the mean square deviation across the background pattern image for different mutual positions of the axes of the camera matrix and lens are obtained.

Abstract
A measuring system for determining the filtration characteristics of the oil reservoir according to the experimental pressure recovery curve and the measured values of the optical density of the separated oil in the flow line of the well has been proposed. A technique has been developed for determining the current value of optical density and calculating the filtration characteristics of an oil reservoir, which allows to more accurately determine the hydraulic conductivity, permeability and piezoconductivity of an oil reservoir. The scheme of the implementation of the above methodology.

Abstract
The analysis of influence of harmonic interference on metrological characteristics of the passive hydrogen frequency standard is provided. It is shown that additional signals in control circuits caused by harmonic interference will lead to frequency shift or to parasitic modulation of frequency of the standard. Methods for increasing noise immunity are considered. Experimental results confirming the theoretical analysis are described.

Abstract
The description of comparator method for the transfer of gas volume flow units from the reference critical flow nozzles to a calibrated nozzles in the National Primary Standard for the units of volumetric and mass gas flow rates GET 118-2017 is presented. The flow laminarizer with flat narrow ducts having a directly proportional relationship between the pressure drop and the volume flow is used as a comparator. The flow laminarizer is characterized by high sensitivity to flow changes, a wide applicable flow range, simplicity of the device and the absence of moving units. The application of the presented comparator method in the GET 118-2017 allowed to reduce the load on the high-cost primary reference bell prover, thin down the required number of reference nozzles, significantly increase productivity and decrease the cost of calibration work.

Features of the application of a laser measuring instrument of hydrosphere pressure variations are described as a laser-interference system of the bottom type, capable of registering variations in the displacement of the bottom. The Possibilities of this system are demonstrated during the registration of seismic signals.

Abstract
Experimental thermograms which are received on samples of the various form and the size in conditions of spontaneous cooling, pulse electric heating or superficial heating by the laser of the solid phase of high-temperature metals are analyzed. It is shown, that all thermograms can be carried to a linear mode of thermodynamics. Found on the basis of processing thermograms dependence of the local entropy rate of production linearly depends on speed of change of temperature. It is offered to consider the dT/dτ as an additional variable for the local entropy rate of production in a linear mode of thermodynamic and to use at representation of the thermophysical properties measured in a non-stationary thermal mode.

Abstract
The possibility of compensating the noise component of the electrode sensor caused by pulsations of the liquid velocity relative to the electrodes of the electric field sensor is shown, and the possibility of increasing the sensitivity of the receiving device by more than twice. A scheme of the device for receiving and measuring the electric field of the VLF and ELF range in the sea in which the compensation is performed is proposed.

Abstract
It is shown that the error vector module is one of the main parameters that characterizes the quality of modulation in digital radio communication systems and allows quantitative description of errors in the formation and demodulation of digital signals. The possibility of using a new method to assess the accuracy of determining the magnitude of the error vector is considered. The new method is based on the use of a combination of two sinusoidal signals or signals with amplitude and phase modulation. The advantages and limitations of using this method are investigated.
