Abstract
An analytical review of studies of metrology economic aspects is carried out. A mathematical algorithm for quantitative estimation of economic feasibility of establishing the state primary standard creation with taking into account the cost of the life cycle stages, such as creation, storage (operation) and participation in international comparisons is justified.

Abstract
The comparison of a number of cosmological red shift models is carried out. It is shown that in the spectrums of Local volume galaxies defining the zero-point cosmological distances scale there is the red-violet shifts dipole coinciding with the galactic axis orientation.

Abstract
The paper presents the results of experimental studies of application of the image pattern correlation technique (IPCT) for 3D reconstruction of surface profile of deformed metal plate. An algorithm of digital processing of experimental images was developed and implemented. The comparison of IPCT measurement results with the results of direct measurements is presented.

Abstract
The role of the laser radiation linewidth in monostatic aerosol lidar for atmosphere sensing has been studied and the lidar signal relative error estimation has been carried out. It has been shown that the laser line half-width increase from 1 GHz to 5 GHz leads to the growth (about twice) of the elastic backscattering signal power measurements relative error at the sensing distances up to 5 km.

Abstract
The technological and theoretical bases of increase of accuracy and reliability of solids thermal conductivity direct measurements are examined The methods of errors minimization at measurement of the thermal conductivity coefficient by compensation of lateral heat outflows due to heat and radiation from the sample - are proposed and tested. The optimal methodical and instrumental solutions ensuring the minimization of the solids thermal conductivity coefficient measurement errors depending on concrete conditions of measurement have been determined.

The device for determination of nonlinear thermal properties of rocks in conditions of their natural bedding is proposed. The software complex for processing the temperature readings from device sensors based on the use of theory of inverse problems solution for nonlinear parabolic equations has been developed. The article is dedicated to the development and application of electric power quality monitoring system in the mining industry. The various measuring instruments for electric power quality control. The equipment of mining enterprises creating the electromagnetic distortion with negative impact on the quality of electric power is determined. Abstract
The offered parametric method of electrocardiographу information structure-frequency analysis allows to classify qualitatively the sick people organisms conditional functional state and by its dynamics to estimate the effectiveness of intensive therapy procedures. The problems in the field of metrological assurance of liquified hydrocarbons and broad fraction of light hydrocarbons density measurements due to the absence of traceability of measurement results to the state primary standard density. Of density unit GET 18-2000 - have been analyzed. A new method of unit transfer from this standard to subordinate measuring instruments and state certified reference materials is considered.

An algorithm for constructing the magnetic system of flowmeter of multiphase fluids providing a minimal weight and size is presented. This system ensures the high values of magnetic induction in the flowmeter working range (0,5-1,0 tesla or more) with high degree of homogeneity (less than 20-30 ppm) in required volumes.

Abstract
The metrological characteristics of modern high-accuracy laser measurement systems, and oil and oil products level measuring instruments applied for commercial accounting measurements - are presented. The capabilities of VNIIM in calibration and testing of these measuring instruments are shown. The results of theoretical and experimental studies of components of non-exceptional systematic and random errors, mean square deviation and limits of net inaccuracy of transmission of lenght unit by 30-m laser interference comparator from composition of the state primary standart of lenght unit - the meter - are represented.
