Abstract
The information about certified reference materials of aviation alloys developed is presented. The basic principles of development and production of certified reference materials are described.

GENERAL PROBLEMS OF METROLOGY AND MEASUREMENT TECHNIQUES

5-9 69
Abstract
The need of modernization and creation measurement standards is justified. The priority directions of metrological activity in Russian Federation within the framework of the state system of measurement uniformity assurance are considered. An algorithm of integral estimation of the need of modernization and creation of measurement standards by a variety of criteria is suggested.

Abstract
The combined optimization algorithm combiningan analogue of coordinated lowering algorithm (not by one-dimensional spaces, but by the different dimension under-spaces) and of a method of gradient lowering - are presented. The choice of under-spaces on which the lowering is made is determined by absolute value of gradient coordinates in the regular iterative point.

Abstract
The method of estimation of the periodic trend frequency based on a spectral estimation by numbers of zero-crossing and differing by low requirements to computational costs is suggested. The results of studies showing the possibility of the offered method usage for practical tasks are presented.

Abstract
The automated methods and algorithms for finding the best approximation polynomials to approximate the functional relationships, calibration characteristics from the position of view of computation process criteria optimization. The mutual error compensation methods for specializes computers of the measuring systems are considered.

Abstract
The method of finding of two-dimensional polynomials of given degrees subuniform approximation of measuring sensors inverse transformation functions is considered. On the basis of experimental data the comparison with the least squares method has been carried out.

LINEAR AND ANGULAR MEASUREMENTS

Abstract
The scanning patterns centering methods by centering circle and scratches have been analysed. It is shown that the centering by scratches by means of two reading systems installed on diametrically opposite parts of the scanning pattern is the most accurate.

OPTICOPHYSICAL MEASUREMENTS

Abstract
The coaxial sensing scheme in the pulsed lidar and nephelometer mode is considered. Both versions are used for measurent of the indicator determining the depth of beam propagation within the layer and the specified extinction coefficient. In the nephelometer mode the measurement of hardware function by means of the perforated screens is justified.

TIME AND FREQUENCY MEASUREMENTS

32-33 64
Abstract
The possibility of detection and measurement of frequency jumps detection in quantum clock signal with the aid of space navigation systems radio signal and Kalman filter is discussed. The estimation of jump value error is presented.

MECHANICAL MEASUREMENTS

Abstract
The new design of infrared gas micro flow meter based on a principle of measurement of gas flow rate by radiance of a surface of a heat-sensitive element - the spiral heated up to high (~1270 К) temperatures that provides temperature autonomy of a flow meter has been created. The maximum output signal and the sensitivity of flow meter are 30 V and 4,5 V/(mg·s-1), respectively, the relative error is no more than 0,2-0,5 %.

Abstract
The results of theoretical and experimental studies of the granular chemisorbents density by the manometric measurement method using complex determination of its thermophysical characteristics are presented. The processes occurring during measurements are described and the static characteristic measuring device is studied, the measurement errors are determined and the recommendations on the use of the method usage and the calculation dependences are given. The estimation of mutual influence between processes of conductivity and density measurements is carried out. The possibility to control the apparent density of loos materials by relative manometric method with compensation of atmospheric pressure influence on measurement results is determined.

THERMOPHYSIC MEASUREMENTS

Abstract
In this paper we study the several 25-ohm standard platinum resistance thermometers of the same design and manufacture. The results have shown that the instability of thermometers is likely due to thermal strains in platinum wire rather than the oxidation of platinum. The conclusions are important for developing new thermometer design and calibration methods.

Abstract
It is shown that in ferroelectrics a special sequence of processes is possible. The sequence is similar to the cycle corresponding to the cooling process in conditions of adiabatic depolarization of saturated paramagnetic and its transition to ferromagnetic. The possibility to create a dielectric ultrahigh sensitivity calorimeter with sensitivity by energy release 0,04 eV/Hz1/2 is considered.

Abstract
The microwave radio thermometer for determination of temperature of local sections within the biological objects is described. At the basis of the instrument principle of operation the modification of a zero measurements method.

Abstract
The analysis of the increase in the interval between verifications of measuring instruments of temperature at their complete application.

RADIO MEASUREMENTS

58-60 86
Abstract
The possibilities of use of neural networks to reduce the distortions in the form of electrical pulses at oscilloscope measurements are considered. A model and neural network parameters are proposed and the learning parameters and the results of neural network signal restoration re obtained.

Abstract
A new signal processing method for differential frequency of FM microwaves distance sensor, based on selection of signal model parameters - amplitude, frequency and phase of sine wave is considered. Such approach allows to exclude the discrete error of spectral processing.
