Abstract
The article describes the modern status and prospects of development of the standard base of the State service for time, frequency and determination of the Earth rotation parameters (SSTE). The basic metrological characteristics of the State primary standard of time, frequency and national time scale units (GET 1-2012) and of SSTE secondary standards are presented. The further development and improvement of standards, directions have been considered.

Abstract
The method for comparison and synchronization of time scales of distant terrestrial objects by means of unilateral and bilateral comparisons using a fiber-optic communication line is suggested. An optical pulse from one of objects is directed in fiber-optic line. In the time scale of this object the moments of pulse emission and of receiving the pulse reflected from the end of an optical fiber on the second object are determined. On the basis of this data the divergence of time scales is determined. A scheme system with an error less than 100 ps based on this method is proposed.

Abstract
The metrological assurance complexes currently created in the VNIIFTRI in order to achieve the characteristics of GLONASS for the period until 2016 are considered. An approach for realization of absolute calibration of navigation equipment used for time-frequency support of GLONASS is proposed. The results of experiments to validate the correctness of the proposed approach are presented.

Abstract
A method of measuring the power of navigation signals orthogonal components is considered. The main feature of the proposed method is a mathematical processing after GNSS signals demodulation. The method allows to measure the power at any difference of values of frequencies of navigation signal source and of demodulator.

The existing approaches to assessment of the quality of verification methods have been analyzed. A new model of periodic verification process taking into account the instability of measuring instruments is proposed. The simulation results for the most common verification case are presented.

The information on the stages of creating a national primary hardness standard on Martens scales and on indentation hardness scales for the purpose of ensuring the uniformity of measurements in the field of nanoindentation is presented. The choice of materials for creation of hardness measures based on experimental study results is proved.

Abstract
A procedure of precise modeling of acoustic resonance in spherical resonators filled with inert gas based on calculation of amplitude and phase of forced gas oscillations in spherical cavity was developed. The theoretical calculation of resonance lines was carried out for different gas pressures and temperatures. The influence of acoustic transducers and holes in resonator walls was theoretically analyzed. The calculated frequency dependencies of acoustic signals were compared with the dependencies measured on experimental spherical resonator filled with gaseous helium.

Abstract
The application of working standards using the digital methods of reproduction of total harmonic distortion unit size for verification of distortion meters with analog element base is considered. The comparison of measurement results of the signal with standardized harmonic distortions by means of analog and digital methods is presented.

Abstract
The algorithm of envelope curve separation of noise signal with an amplitude modulated by harmonic signal of unknown frequency is developed. The knowledge of envelope allows to determine the frequency and the depth of modulation. The analytical justification and the efficiency of proposed algorithm for signals of different nature are presented.

Abstract
The derivation of formula for the complex coefficient of transmission between the receiving and the transmitting antennas was carried out. The presented formulas determine the normalizable parameters of GNSS antennas and are the basis for estimating the errors of measurement of distances between the antennas electrical phase centers.

Abstract
The calibration problems in the laboratory hydroacoustic water tank receiver used for measuring in natural conditions the levels of underwater sound noise were considered. A notion of receiver sensitivity in a fraction octave frequency band and a method of its determination by the detailed frequency characteristic were proposed. The approaches allowing overcome the difficulties caused by scattering from construction surrounding the receiver hydrophone and manifested in an increase of the receiver effective size and of far field distance at its calibration have been considered.

An algorithm for the recovery of the neutron spectrum using neutron spectrometers with different detection units placed in a ball moderator. Showing methods of accounting and exclude the effect of concomitant radiation. Influencing factors are described, the advantages and disadvantages of the various detectors used in neutron radiation dosimetry.

Abstract
The basic algorithms of processing of the autocorrelation functions for the method of dynamic light scattering as the most effective in the determination of particle sizes are given. The capabilities of processing algorithms in the case of the polydisperse particle distribution explored. Experimental measurements results for particles in aqueous media, particularly in natural mineral waters are given, the method of identifying them is proposed.

The problem of water isotopic composition influence on pH value of buffer solutions is studied. The correlation between isotopic content and hydrogen index difference in nature water and water with altered isotopic composition is found.

Abstract
The results of key comparison of standards of electric field intensity in the frequency range from 1 to 18 GHz have been considered. As a result of comparisons the data presented in BIPM data base confirmed the calibration and measurement capabilities of VNIIFTRI.
