Показано, что в результате калибровочных преобразований интервалов наблюдаемых событий излучения достигается их фазовая привязка к эталонной пульсарной мере с относительной погрешностью в пределах 10-18–10-19 на 40-летней протяженности наблюдений пульсаров и определяется синхронизирующая поправка атомной шкалы по эталонной мере на текущую эпоху наблюдений.</p></abstract><trans-abstract xml:lang="en"><p>A new approach to the construction of the reference measure of time-space based on the coherence of periodic pulsar radiation is suggested.It is shown that as a result of calibration transformation of intervals of observed events of radiation their phase binding to reference pulsar measure with relative error within limits 10–18–10–19 is achieved at the 40 years duration of observations and the sinchronizing correction of atomic scale by reference measure on the current observation epoch is determined.</p></trans-abstract><kwd-group xml:lang="ru"><kwd>эталонной мера времени-пространства</kwd><kwd>параметры вращения пульсара</kwd><kwd>когерентность излучения пульсара</kwd><kwd>калибровка интервалов</kwd><kwd>синхронизирующая поправка</kwd><kwd>referencemeasure of time-space</kwd><kwd>pulsarrotation parameters</kwd><kwd>coherence of pulsar radiation</kwd><kwd>intervals calibration</kwd><kwd>sinchronizing correction</kwd></kwd-group></article-meta></front><back><ref-list><title>References</title><ref id="cit1"><label>1</label><citation-alternatives><mixed-citation xml:lang="ru">Audoin C., Guinot B.
